The only rows that should matter to you in this level are the rows with color bombs in them. Focus on making matches in the same row as the color bombs. Because you are dealing with five-layer meringue blockers, your best bet is to hit these rows with special candy combinations.
Once you expose one color bomb, use it to expose another. This is the quickest way to get out the color bombs and make some space for yourself.
Making matches in columns adjacent to the meringues will eliminate a bunch at once. Horizontal striped candies are especially useful here.
